feat(trm): add drivers.SavePointCounter (part 1 of #182) (#186)

* feat(trm): add drivers.SavePointCounter, the savepoint counter shared by sql and sqlx

Part 1 of #182. drivers/sql and drivers/sqlx carry an identical hasSavePoint /
incrementID / decrementID trio; this is that logic as one type in trm/drivers,
with the atomic-counter tests that used to live in each driver. The drivers
switch to it in a follow-up once trm/v2 with this type is released — a driver
can only use it through a released trm, see AGENTS.md.

* docs: CHANGELOG 2.0.5 entry; AGENTS.md on releasing a trm change before the driver that needs it
