Route a mounted Rack app as an ANY route in the order it was mounted

`mount` built a bare Rack app's endpoint with `http_methods: :any`, while
`route :any` maps `:any` to '*'. The route therefore carried the method
`ANY`, which the router keeps no routes for, and the app was reached only
as the greedy neighbour that answers 405 and auto OPTIONS. So a
`route :any, '*path'` catch-all, tried ahead of that neighbour, took every
request meant for the app; the app's env carried
`grape.allowed_methods = ["OPTIONS", "ANY"]`; and a method a Grape route
on the same path did not declare got 405 instead of reaching the app.

The mount now uses '*', so the app is an ANY route. That alone still let
a catch-all declared after the mount answer first: every class-level
step after a `mount` re-mounts it, and re-mounting appended its endpoint
after the catch-all. `refresh_mounted_api` now puts a bare Rack app's
endpoint back where it was. A mounted Grape API still moves to the end,
as before; its routes answer for specific methods, where moving them
would change which of two routes on the same path answers.
