feat: add WithErrorFormat option to set the error_format argument (#597)

The KCL v0.13.0 runtime supports emitting compile/eval errors in
machine-readable formats (pretty, short, arcanist, sarif) via the
error_format field of ExecProgramArgs, but kcl-go had no ergonomic
way to set it. Add a WithErrorFormat option and teach Merge to
propagate it.
