Add OTHERS.md: research comparing excalc-rs to other CLI calculators

Adds a working document comparing excalc-rs against existing command-line
calculators (bc, dc, GNU units, Qalculate!, Insect, Numbat, Frink, orpie,
Emacs Calc, wcalc, and baseline scripting tools): a comparison table,
per-tool notes with source links, and a gaps/opportunities section
covering what excalc-rs offers (a huge flat catalog of named functions
across many domains) versus what it currently lacks (unit type system,
arbitrary precision, RPN mode, REPL, user-defined functions, symbolic
computation).
