[KNE] Pull the packet bridge container image into the internal packer image.

Include the packet bridge container image (us-west1-docker.pkg.dev/kne-external/kne/bridge:ga) when building the internal KNE VM image, parallelizing the pull alongside meshnet and vendor images.
