feat: add Python 3.14 and macOS wheels with PR tests (#428)

* Restore dal-python wheel tests in pull-request CI

Move the Linux and Windows wheel test path out of the tag-only release workflow and into a dedicated pull-request workflow. Preserve the CPython floor/ceiling matrix, installed-wheel unit suite, helper checks, smoke tests, and wheel-set verification without adding work to PyPI publication.

* Add CPython 3.14 and macOS wheel release targets

Build and test native macOS Intel and Apple Silicon wheels alongside Linux and Windows, and validate the complete four-target artifact matrix. Upgrade the isolated pybind11 dependency for Python 3.14 and align local build helpers and release documentation.

* Set macOS wheel deployment target to 13.3

DAL uses std::to_chars, which the macOS SDK exposes only from macOS 13.3. Apply the target before building the native DAL library and the Python wheels.

* Correct macOS wheel baseline and platform-specific test

Wheel tags for modern macOS preserve only the major release. Target macOS 14 so the tag cannot advertise unsupported 13.0-13.2 systems, and restrict the RLIMIT_AS allocation probe to Linux where that limit works.

* Run POSIX Python helper contracts in wheel CI

The restored pull-request wheel workflow checked PowerShell helpers but omitted the POSIX helper suite. Run it on the Linux leg before building wheels so shell helper regressions fail CI.

* Set dal-python release version to 2026.9.25

Reserve a new PyPI version for the Python 3.14 and macOS wheel release. Keep the package metadata, runtime version, and local source archive examples aligned.
