ci: simplify dal-python package release (#427)

* Simplify dal-python package release workflow

Run the wheel pipeline only for release tags, retaining installed-wheel unit tests while removing PR builds and unrelated checks. Validate the downloaded wheel set in the publish job before uploading to PyPI and update release guidance accordingly.

* Validate release tags before wheel builds

Reject tags that are not annotated or at the current master tip before executing package build hooks. Recheck the fixed event commit at publish time so a later master commit cannot invalidate a valid release, and cover the pytest dependency contract.
