Theme switch: check the bars again when the switch reaches the window (#1930)

After a KDE light/dark switch Breeze re-stamps the previous theme's header
palette on the toolbar and the menu bar. #1874 drops that stamp from the
bar's PaletteChange, but only once the window has seen
ApplicationPaletteChange, so that a scheme's own header at startup is kept.
Plasma 6 delivers the stamp first: the bar's deferred check finds no
switch yet and returns, and the switch that follows brings the bars no
PaletteChange, so both bars and their icons kept the old theme, window
shown or hidden in the tray. Reproduced on an isolated Xvfb + Plasma
session with plasma-apply-colorscheme, where the log showed exactly that
order.

The ApplicationPaletteChange branch now runs the same deferred check, so
either order ends with the stale stamp dropped. The new test builds a
window that already has the dark palette, as under Plasma, stamps the
light header, then delivers the switch; it fails without the fix.
