test(web): deterministic heldMs in server-boundary-records.spec.tsx (#3637)

The <Reveal> heldMs group measured real timers against performance.now()
floors (23.566 >= 25 on CI run 35985284137). The clock is now the test's:
performance.now() is scripted via vi.spyOn, the sources under test are
hand-controlled deferreds gated on the shell flush, and at/durationMs/heldMs
are asserted exactly.
