Move porting status out of docs/ into DESIGN.md

Every docs/functions/*.md page had a 'Status: v1 (implemented)' line,
and docs/README.md marked each category with '(v1)'/'(planned)'. Since
every function category is now v1, and DESIGN.md's Function catalog
already lists v1/planned status per category with links to the same
docs pages, this was duplicated (and would drift) information.

Removes the Status line from every function doc page (keeping any
remaining explanatory text on that line), drops the per-line (v1)
markers from docs/README.md's index, and points README.md's Examples
intro and AGENTS.md's documentation-update checklist at DESIGN.md as
the single source of truth for implementation status. Function docs
now contain explanations only.
