Ignore HTTP/2 WINDOW_UPDATE frames on closed streams (#506)

A WINDOW_UPDATE for a stream that is no longer tracked, which happens
whenever the server's update crosses the client's RST_STREAM or arrives
after the server's own END_STREAM, made stream/2 return
{:error, conn, {:stream_not_found, id}, responses} to the caller. DATA,
HEADERS and RST_STREAM on the same stream were already ignored.

RFC 9113 6.9 says a receiver MUST NOT treat a WINDOW_UPDATE on a stream
in the half-closed (remote) or closed state as an error, since the peer
can send it before it processes the frame that closed the stream, so the
frame is now logged and dropped.
