Load rails before grape in the Rails gemfiles (#3005)

Bundler.require loads gems in declaration order, and the Rails gemfiles
declared rails after `eval_gemfile '../Gemfile'`, whose `gemspec` comes
first. Grape was therefore required before rails, so
`require 'grape/railtie' if defined?(Rails::Railtie)` in lib/grape.rb
never took its branch in CI. A Rails app loads rails first
(config/application.rb), so the gemfiles now declare it ahead of the
Gemfile to match.

The railtie spec hid this: `describe Grape::Railtie` autoloaded the file
through Zeitwerk, so it passed with that line deleted. It now names the
class by string and fails without it.
