CA-431322: Rolled up livepatches not reported for host update (#7288)

There may be multiple live patches applicable in accumulative way: for
example, a live patch A is applicable to current host, and there is a
newer B also applicable. The newer B always contains or rolls up the
change in A. So although only B will be applied actually, A's update
metadata is still desired by clients and users.

The rolled up live patches like A are missing in the host update report.
This change is to add them all back in host update report which can be
retrieved from the HTTP GET /updates.
