(2.16) NRG: Don't campaign if insufficient vote subject interest (#8638)

Previously, nodes that were isolated or partitioned could continuously
increase their term numbers to campaign, which would then end up forcing
a leadership election after the partition was healed. However we already
have enough information in the sublist to know whether or not there are
enough other nodes online to attempt a vote. If there aren't then we
should not campaign and instead wait to see if we hear from the existing
leader (if any) after the partition heals.

This has an explicit exception for where there is gateway interest. This
has two effects: the change doesn't apply to the `_meta_` group in a
supercluster, and it doesn't apply to streams/consumers that are
currently migrating across clusters.
