Feature/459 allowing the super admin to view drafts (#460)

* [#459] Allow super admin to view and manage all drafts in their tenant

- Add _can_manage_draft(user, draft) so super admins pass the owner check on
  draft detail, edit, delete and publish; other users stay owner-only with
  unchanged 400/403 responses
- Draft list returns every user's drafts for super admins, own drafts
  otherwise; tenant isolation still comes from for_user lookups
- Manage Draft table: add Created by column and a "by <editor>" subtitle
  under Last Updated as a lightweight audit trail
- Fix draft edit falling back to the editor's administration when the
  administration question is unanswered, which moved a user's draft to the
  super admin's national root and hid it from its creator
- Add tests_superadmin_draft_access covering list/detail/edit/delete/publish,
  non-superuser regressions and cross-tenant 404
- Add design doc DRAFT-459-superadmin-draft-access

* [#431] Fix test assertion for duplicate axis labels in VizScatter component

Update test to expect two instances of "Number of datapoints" label since both x and y axes default to the same label text and each axis renders it once.
