feat(ui): read history from configured targets (#1152)

## Summary

- let one local Zeroshot UI read canonical run history from a configured
direct or hosted target
- expose one target-neutral history contract with shared validation and
response bounds for targets, Cloud, and the UI BFF
- keep hosted refresh rotation authority-owned across browser
cancellation and strip unbounded accumulated snapshots while accepting
legacy archives

- cargo clippy --workspace --all-targets --all-features -- -D warnings
- cargo fmt --all -- --check
- npm --prefix ui test
- npm --prefix ui run build
- opcore-zero Verify and Sense gates
- local UI against a Docker target with a completed run

1185 of 1296 new or added lines in 20 files covered. (91.44%)
