Match a header version or content type declared with capitals (#2987)

`Grape::Util::MediaType` downcases the Accept header before matching it
against the header versioner's media types, but those were built from
the version and content types as declared. With `version 'V1'`, neither
`vnd.acme-V1+json` nor `vnd.acme-v1+json` matched, and both got a 406
"API version not found". A content type declared with capitals was
never matched either.

Media types are case-insensitive (RFC 9110, Section 8.3.1), so the
versioner's media types are built in lowercase, and `version_not_found!`
compares versions case-insensitively.
