santa: The rules of a target use the cell of a rule

The rules tab of a target gave the configuration, the ruleset and the policy in
three columns. It uses the cell of a rule now, without the target - the target is
the page - so the configuration takes its place on the badge line, and the rule
brings its texts and its scope with it.

The policy was a Bootstrap 3 label, a class the stylesheet does not carry: it had
been rendering as plain text.

The tab needs santa.view_rule. It is a list of rules, and the view asks for
santa.view_target only, so it showed rules to a user who cannot see one anywhere
else. A user with santa.add_rule and no santa.view_rule loses the Create a rule
menu of that page, which thirteen tests relied on.
