fix: fall back to sysfs for firmware discovery (#499)

Some multi-function ConnectX devices reject flint and devlink queries on their first PCI functions even though the mlx5 driver exposes complete firmware metadata for those functions. Read fw_ver and board_id from the PCI-associated RDMA sysfs entry when flint fails so discovery can retain mandatory firmware version and PSID data.
