fix: read PCI VPD through sysfs (#485)

Secure Boot can prevent the external VPD utilities from accessing PCI configuration data, which causes NIC discovery to omit otherwise usable devices. Read the kernel-mediated binary VPD attribute directly and defensively parse the identifier, part number, and serial number instead.
