add no-alloc calldata decoder (`decode` feature)

decode_calldata / Abi::decode_input validate the whole calldata against
the ABI first, then expose the arguments as zero-copy Values whose
iteration cannot fail. Non-canonical encodings (dirty padding, invalid
bools or UTF-8, out-of-order or shared offsets, trailing bytes) are
rejected by default; DecodeMode::Lenient relaxes only the layout checks
and bounds the work shared offsets can cause. Errors carry a kind and
the byte position.

Tested against ethers.js-encoded vectors, every truncation, targeted
malformed inputs, and a mutation fuzz loop.
