feat(hashset): implement Eq for HashSet (#4257)

Map, HashMap and Set all implement Eq; HashSet did not, so comparing
two hash sets with == did not compile. Equality ignores insertion order
and capacity, like Set's: same size, and every element of one is in
the other.

The promoted methods follow HashMap and Set: `equal` is a public
method, `not_equal` a deprecated hidden one.
