Check Boolean values directly instead of through Boolean.build

`Grape::API::Boolean.build` existed only so the `type`/`values`
consistency check could map each value to a Boolean instance (or nil)
and then ask `all?(Boolean)`. Its one caller now checks that every value
is `true` or `false` directly, so `build` and its `VALUES` constant are
removed and `Boolean` is a plain marker class.

Adds specs for the rejecting path (non-boolean values with `type: Boolean`
and `type: [Boolean]`), which was previously untested.
