Drop TEST_AUDIT.md; the decisions it still carries move into RELEASE_PLAN

Nils: not something he wants in the repo. The audit was a working document for
one decision, and the parts that had been acted on were already history.

What it still carried were open items, so those are inlined into RELEASE_PLAN
§2 by name rather than by cross-reference: the 15 redundant tests with the test
that subsumes each, the 27 collected tests that should merge into 9, the
migration guards to remove in 0.8.0, and the note that
test_scoring.py::test_metrics_ordering does not test ordering. The plan is now
self-contained again, which is the point of having one file.
