Adopt CMake 4.4 policies (#581)

## Summary

- Raise the CMake policy compatibility level from 4.0 to 4.4 while
keeping CMake 3.16 as the minimum.
- Test the latest available CMake release on Linux, Windows, and macOS.
- Exercise the main build, C++20 consumer, and subdirectory example with
that latest CMake.

The latest-CMake job is intentionally unpinned so new CMake releases act
as a compatibility canary. The `...4.4` policy ceiling remains explicit,
so newer CMake versions do not automatically opt SQLiteCpp into newer
policy behavior. Existing CI remains unchanged and continues to cover
the runner-provided CMake versions.
