santa: The state of a machine is what the two tabs give

Both tabs answer "what does this machine get", and they made opposite calls on
the same question. The Rules tab gave the policy and the version of every rule
with viewEnrolledMachine alone, and needed view_rule only for its links. The
Path regexes tab hid the whole row of an entry the user could not view, pattern
included - a pattern the Overview of #1723 already gave in its composed form.

One line now: what the machine enforces is the state of the machine, and the
identity of the object behind it is the configuration. So the patterns are all
there, and only the name of an entry and the link to it need its permission.

A clean session also sends every rule of the server again, because the client
rebuilds its database from that session alone. The download ignores the
committed rows there, and the states did not, so a rule on its way back read as
on device for the length of a session.
