docs: LOADING_ON_OUTSIDE_HOLD recommends the structural fix; latest() in on is a capability (#3578)

The diagnostic and the Loading on= docs led with "read latest() in on" as
the fix for an outside hold. That inverts the intent: the frame is holding
because the old content is still valid, and a fallback says it is not. The
structural fix (one hold owns the data) or isPending() for the wait comes
first; latest() in on stays documented as a capability, not a
recommendation.
