BUG: escape the path a frontmatter test matches on

tests/test_skills.py asserted the error names the file it could not read with
pytest.raises(match=str(path)). match takes a regular expression, and on
Windows the path is C:\Users\runneradmin\..., so re.compile met \U and
refused the pattern: Invalid regex pattern provided to 'match': incomplete
escape \U at position 2. The test never reached the code it was testing, and
because the suite runs with -x, every test after it in the file went unrun on
that platform.

re.escape around the path fixes it and keeps the assertion, which is worth
keeping: the message naming the file is the whole reason the parser raises
rather than returning empty frontmatter. Reproduced on Linux by compiling the
same literal Windows path, which gives the identical error, and the escaped
form matches it.

The eleven tests that were skipped behind the failure are checked for the same
class of defect rather than assumed well. Their separator spellings hold under
PureWindowsPath: a companion file at references\deep.md still reaches the
manifest as references/deep.md, since publish_skills names it with as_posix(),
EXCLUDED still matches a native path part, and the marketplace source './'
still resolves to the repository root. Only the regex was wrong.

read_text and write_text on files whose content is not fixed here now name
utf-8 rather than taking the locale encoding, which is cp1252 on the Windows
runner. Everything involved is ASCII today, so this is latent: one em dash in
the skill description would have failed there and passed everywhere else.
