Fix false warning for unused default os value (#537)

Make `RawConfig.oses` and `PackageConfig.oses` nullable (matching
`sdks`) so that omitting a top-level os configuration in `mono_pkg.yaml`
is distinguished from explicitly configuring `os: [linux]` when all jobs
specify their own os.
