Add paths configuration to reduce triggers of full CI runs (#536)

`paths:` is generated for `push` and `pull_request` triggers to restrict
runs to packages with a `mono_pkg.yaml`, relevant root files
(`mono_repo.yaml`, `pubspec.yaml`, `pubspec.lock`,
`analysis_options.yaml`, `build.yaml`), `**/mono_pkg.yaml`,
and automatically excludes markdown files (`!**/*.md`).
