Whole repo lints clean, CI turned on for linting (#140)

* Bump mkdocs-material to 9.7.7

* Exclude deliberately non-compliant test fixtures from lint/type checks

Kicks off repo-wide black/flake8/mypy cleanup by excluding files that intentionally can't satisfy any of the three tools.
- `.flake8` gains `extend-exclude = migrate_fixtures`, dropping 34 `F821` false positives from deliberately-invalid AST snippets used as golden-file fixtures for the migration tool's own tests.
- `pyproject.toml`'s black `force-exclude` narrows from all of `tests` down to just `tests/tools/migrate_fixtures`, bringing the rest of `tests/` into scope.
- `mypy.ini` gains an `exclude` regex for the same fixtures plus two fixture-generator scripts that intentionally reference a pre-`OperatorRep`-refactor API no longer present in current code.

* Reformat entire repo with black

Brings the whole repo into black compliance and closes lint-config gaps found while doing so.
- Adds `target-version = ["py311"]` to restore black's own AST-equivalence safety check, previously silently non-functional due to an unbounded auto-detected target version.
- Reformats 65 files repo-wide with `black` (`docs_scripts/` and most of `tests/`).
- Adds `E226` to `.flake8`'s ignore list, a real black-compatibility exemption the original config was missing.
- Fixes 6 `E265` occurrences (missing space after `#` in commented-out dict entries) and 2 trivial whitespace issues in `docs/serve.py` (outside black's scope).
- Adds a `per-file-ignores` entry for one `W293` in `tests/internal/test_version_compatibility.py` that is real, literal fixture content under an exact-string-equality test.

* Add E402 per-file-ignores for guarded-import test files

Silences flake8's E402 ("import not at top of file") for the 16 files that use a module-scope pytest.importorskip(...) guard before their real imports, via targeted .flake8 per-file-ignores entries rather than per-line # noqa comments.
