fix(ky): render Kyrgyz in Cyrillic and use vowel-harmonic ordinals (#136)

lang_KY.py spelled every numeral in Latin transliteration (bir, uech,
jiyirma, juez). Kyrgyz is written in Cyrillic; the Latin alphabet was
dropped in 1940 and has no official standing. Rewrites ONES, TENS,
zero, hundred, thousand, million, the negative prefix, the decimal
point and the four CURRENCY_FORMS entries in Cyrillic.

The transliteration was not self-consistent: pointword was the
mixed-script "ueturr" - one Latin u-umlaut (U+00FC) followed by three
Cyrillic letters - which is a wrong-keyboard-layout artefact, not a
choice. It is now plain Cyrillic.

Ordinals were built as to_cardinal(n) + "-inchi", giving the non-word
"uech-inchi" for 3rd. Kyrgyz forms ordinals with -(V)nch(V) where both
vowels agree with the last vowel of the stem, and the linking vowel is
dropped after a stem that already ends in one. Adds the four harmony
classes and applies the ending to the last word only.

The digit form follows the same harmony (1-inchi, 3-uenchue, 40-ynchy),
matching what lang_ba.rs and lang_az.rs already do for their digit
ordinals.

Composition rules, the multiplier guards, the 10^9 digit cliff and the
currency fallback are untouched. verify_ordinal is deliberately NOT
restored - upstream lets zero and negatives through and that is kept.

Adds tests/lang/test_ky.py (9 tests) and updates the ky entry in
test_new_26_languages.py.
