fix(ckb): render Central Kurdish in the Sorani Perso-Arabic script (#140)

lang_CKB.py spelled every numeral in Latin transliteration (yek, cwar,
hezar, sed). Central Kurdish is written in the Perso-Arabic Sorani
alphabet. The Latin (Hawar) alphabet is Kurmanji's, and Kurmanji already
has its own converter in this crate (lang_ku.rs) - which is where
Latin-script Kurdish output belongs. For some values the two converters
produced identical output.

Rewrites ONES, TEENS, TENS, zero, hundred, thousand, million, the
negative prefix, the decimal point, the connector, the ordinal suffix
and the four CURRENCY_FORMS entries.

Composition rules, the multiplier guards, the 10^9 digit cliff and the
currency fallback are untouched. verify_ordinal is still not called.

The ordinal marker is now the real Sorani one, which is already correct
after a consonant. The vowel-final case is documented as a known gap and
deliberately left alone: sources disagree on whether the linking form is
-hem or -yem, and picking between them needs a native speaker.

Adds tests/lang/test_ckb.py (9 tests, including one pinning that ckb and
ku no longer coincide) and updates the ckb entry in
test_new_26_languages.py.
