fix(rust): bump pyo3 0.23 -> 0.29 for RUSTSEC advisories (#132)

Closes the 6 open Dependabot alerts (3 advisories reported on both
rust/num2words2-py/Cargo.toml and rust/Cargo.lock):

- RUSTSEC PyO3 missing Sync bound on PyCFunction::new_closure (< 0.29.0)
- RUSTSEC PyO3 out-of-bounds read in nth/nth_back of PyList/PyTuple
  iterators (< 0.29.0)
- RUSTSEC PyO3 buffer overflow in PyString::from_object (< 0.24.1)

Code changes kept minimal (0.29 renames):
- Python::with_gil -> Python::attach (with_gil removed)
- Bound::downcast::<T>() -> Bound::cast::<T>()

Validation: 579 core tests pass; full Python suite (2927 tests) matches
the pre-bump baseline exactly — no regressions.
