fix(rust): bump pyo3 0.23 -> 0.29 for RUSTSEC advisories (#13)

Closes the same three advisories Dependabot flags:

  PyO3 missing Sync bound on PyCFunction::new_closure   fixed in 0.29.0
  PyO3 OOB read in nth/nth_back (PyList/PyTuple iters)  fixed in 0.29.0
  PyO3 buffer overflow in PyString::from_object         fixed in 0.24.1

Code changes are the one rename 0.29 requires: the PyObject type alias
is deprecated in favour of its target type Py<PyAny> (migration guide,
'Deprecation of PyObject type alias'). Eleven return types in
words2num2-py/src/lib.rs.

The bare bump does not compile - 17 errors. Eleven are the unresolved
PyObject; the other six are E0034 'multiple applicable items in scope'
on #[pyfunction], a knock-on of the macro being unable to disambiguate
the return type once PyObject stops resolving.

Validation:
  cargo build --locked -p words2num2-py   ok, pyo3 resolves to 0.29.2
  cargo test                              573 + 29 pass
  pytest tests/                           133 pass
Identical to the main baseline in the same environment - no regressions.

Supersedes #10, which carries the manifest and lockfile bump without the
migration.
