* fix: base indefinite_article on pronunciation rules

Picking the article from the first letter alone yields "an unit", "a hour" and "a MW".
Port inflect's ordered rules instead

* fix: drop the Oxford comma from every joined word list

Both groups of call sites now join the same way: the three that moved off inflect.join() drop
the final_sep they carried to reproduce its comma, and the join_words_into_a_list sites across
the CLI and API already joined without one.
