widgets: associate button group labels with their own input (#892)

Every label in the RadioSelectButtonGroup options loop carried
id="{{ widget.attrs.id }}", the widget's own id, which is also on the
wrapping div. A group of five options therefore rendered six identical id
attributes, which is invalid HTML, and no label had a for attribute, so
nothing associated a label with its input for screen readers.

Labels now carry for="{{ option.attrs.id }}" and no id of their own.

This changes rendered output for everyone using this widget, not only
callers passing a particular option, hence the Breaking prefix in the
changelog. Anything selecting these labels by id will need updating.
