subarray: support more index types for strides and pointer conversion (#62859)

* subarray: support more index types for strides and pointer conversion

Views indexed by integer ranges with a non-BitInteger eltype (e.g.
BigInt) and by reshaped ranges with a non-unit step describe strided
memory layouts, but strides, pointer, and cconvert/unsafe_convert
previously only accepted BitInteger ranges and reshaped unit ranges.

Widen the SubArray pointer-conversion methods to a new
StridedSubArrayIndex union covering scalar positions, integer ranges,
and reshaped integer ranges with any constant step, and convert stride
and offset computations to Int so that index eltypes do not leak into
stride tuples or pointer arithmetic.
