Hold a static values collection as it came instead of behind a lambda

values: and except_values: accept a zero-arity Proc, which has to be
called per request, and both validators wrapped anything else in
-> { values } so that one call site served both shapes. The wrapper
handed back a collection the validator already held, and it was
allocated once per validator.

Keep the Proc as the Proc, keep the collection as the collection, and
pick between them where they are read.
