ecompile progress mode and run-wide diagnostic totals (#972)

* ecompile progress mode and run-wide error/warning totals

-p replaces the line-per-script output with one line redrawn in place, and
draws nothing when stdout is not a terminal. The summary now ends with the
run's error and warning counts.

Knowing a total means knowing the file list, so the walk collects before
compiling. That also fixes the threaded summary assigning rather than
accumulating, which reported only the last group of a multi-tree command line.

-q now silences the per-file outcome line through the new ecompile.cfg
DisplayFileOutcome, since display_outcome lives in bscript and cannot see
ecompile's quiet flag.

* review fixes for ecompile progress mode and diagnostic totals

-e asks for a failure, so a file that fails as expected no longer counts
towards the run's errors. Also: run totals are atomic<unsigned>, an empty
batch no longer builds a thread pool, and the per-batch
OnlyCompileUpdatedScripts restore moved into a destructor.
