[#226] Add empty state for confidence map when no band data is available

Replace the confidence map with an empty state message when all Inkhundla rows have null confidence bands, indicating no satellite-station overlap data. Fix backend bug where mid-month publication dates prevented temperature lookups from matching AgERA5 observations (always stored on the 1st) and caused station windows to start mid-month, failing the 20-day minimum threshold. Add frontend tests for empty state rendering and backend tests for mid-month publication handling.
