Label a redirect body the caller passes with the API's content type (#2968)

`redirect` set the content type to text/plain before deciding how to
render the body. #2845 renders the message Grape generates with the txt
formatter so it matches that header, and leaves a body the caller passes
to the API's formatter so a structured one stays parseable, but the
header stayed text/plain for both: on a JSON API,
`redirect '/there', body: { message: 'moved' }` sent a JSON document
labelled as plain text.

Only the generated message now sets text/plain; a caller-supplied body
gets the content type of the format it is rendered in.
