Fix CI: resolve nomad-bayesian-optimization and its temporalio import

The nomad-bayesian-optimization dependency is not published to any package
index, so pip could not resolve it in CI. Install it from git before the
plugin in both the test and build jobs.

nomad also eagerly imports every plugin entry point on load, including the
bayesian-optimization action whose module imports temporalio at the top
(baybe stays lazy inside the action's load method), so also install temporalio
in the test job.

Also drop the now-unused PlotSection import (provided via the inherited
BayesianOptimization) and sort the import block, so ruff-linting passes.
