Reject the duplicate properties in the XML (#730)

Only TypeScript refused a property which came twice. The other five read
the sequence of the properties into one variable per property and let
a repetition overwrite what was already there, so
`<someBool>true</someBool><someBool>false</someBool>` came in quietly as
`false`. Every target now refuses it with the same message:

    Property someBool occurred more than once

The check sits in the property loop, before the content of the duplicate
is looked at, so the error is marked with the property's own element name
by the prepending which every target already does there.

A meta-model with no required property at all, or with no properties,
gets no such test.

Along the way, the C# base-64 reader is gated on the byte array. It was
generated for every meta-model although `WhitespaceRunRegex` and
`MatchesXsBase64Binary`, which it calls, are only generated for
a meta-model with a byte array in it, so every other one failed to
compile.
