Implement the closer directive

A //yama:closer comment on a provider's declaration makes the component
that the provider builds a closer component, as ADR-016 proposes. Yama
wraps it in a Stopper that calls Close when it adds the component to a
level. A wire.Struct entry carries the directive on the entry itself.

A run warns about a closer that nothing closes. A //yama:noclose
directive stops the warning.

The runtime-support package gains AsStopper for the wrap. The guide
documents both directives, and the hello example uses one.
