fix(ship): don't buffer SPINE data during access methods handshake (#103)

Enable SPINE processing as soon as we send an accessMethods request and
enter the "Connection data exchange" state. Previously we buffered
messages and only began responding after receiving the accessMethods
response, but TC_SHIP_AMDATA_002 requires that we begin processing
messages immediately even if we have not received an accessMethods
response.

This fixes #99
