feat: expose fwctl devices to DOCA telemetry (#3259)

## Summary

- closes https://redmine.mellanox.com/issues/5171269
- mount the host `/dev/fwctl` directory into the DOCA Telemetry Service
container
- use `DirectoryOrCreate` so DTS continues to schedule on nodes without
fwctl devices
- verify the rendered hostPath and writable container mount

This enables DTS providers that access firmware through the fwctl
interface without changing the existing provider-selection or
NicClusterPolicy API.
