ci: skip Helm chart push when that version is already published (#3181)

A release pushes the commit to the release branch and then the tag on
that same commit. Both events run this workflow and both publish the
same <chart-version>-<sha> chart, so the second push is always a
duplicate.

The duplicate was left to fail and its message matched against "already
exists in the repository". NGC does not describe a duplicate push
consistently: it answered one with "Chart upload failed: . Are you sure
this is a valid packaged Helm chart?" two minutes after accepting the
chart, which did not match and failed the release.

Ask the registry whether the chart version exists instead of
interpreting a push error, and skip the push when it does. A version
counts as published only when the registry reports it with the
UPLOAD_COMPLETE status, so an error payload, an unfinished upload or a
failure to ask at all still push. A push that fails while the chart is
absent is retried, and still fails the job if it keeps failing.

The git_tag and pre-GA pushes had no duplicate handling at all; routing
them through the same script makes re-running a release safe.
