Stop rewriting the GitHub response cache when revalidation finds nothing changed (#260)

MarkAsRevalidated stamped a fresh StoredAt on every 304 Not Modified
response, so github-responses.bin was rewritten on every run even when
GitHub confirmed nothing changed. StoredAt is only ever read for
IsNotFound entries, which MarkAsRevalidated never touches, so the stamp
served no purpose beyond causing spurious binary diffs.
