Fetch NuGet package metadata for a project concurrently

Metadata for each package was fetched one at a time, awaiting a full
network round-trip before starting the next. Since this is pure
latency-bound I/O, that meant total scan time was roughly the sum of
every package's individual fetch time instead of the slowest one.

PackageInfoCollection and NuGetPackageAnalyzer's per-project source
cache used plain, unsynchronized Dictionaries, so parallelizing the
fetch loop required a lock around their read/write paths first.

Cuts a cold-cache scan of this repo's own solution from ~49s to ~11s.
